The 2025 Federal Budget: Sorting Winners and Losers for Small Business

The 2025 Federal Budget has landed, and like any fiscal blueprint, it’s created a landscape of winners and losers. For Australian SMEs, understanding where they fall is crucial for strategic planning. While some measures offer a welcome boost, others signal potential challenges. Let’s break down the key impacts. 

Winners: Immediate Relief and Targeted Support

Small Businesses and Energy Costs:

  • The extension of energy bill rebates, as highlighted by the Albanese Government, is a clear win. “Every household and around one million small businesses will see another $150 in rebates automatically applied to their electricity bills.” This direct relief eases immediate cost pressures, a significant concern for many SMEs facing rising operational expenses.  
  • This is especially helpful for energy intensive SME’s such as manufacturing, hospitality, and retail

Trades and Construction:

      • The $10,000 incentive for building apprentices is a boon for SMEs in the construction sector. As the BCA’s Bran Black emphasised, “Getting more tradies into our workforce is critical to building more homes.” This addresses critical skills shortages and supports growth in a vital sector.

Healthcare-Related SMEs:

  • The substantial investment in Medicare, including increased bulk billing and cheaper PBS medicines, could indirectly benefit SMEs in the healthcare sector. Increased access to healthcare can lead to a healthier, more productive workforce, reducing absenteeism.   
  • The expansion of urgent care clinics also provides oppertunities for SME’s providing support services to those clinics.

Losers: Long-Term Economic Uncertainties and Potential Challenges

SMEs Reliant on Consumer Spending:

  • The BCA’s concerns about persistent deficits and rising inflation to three per cent create a degree of economic uncertainty. As Bran Black noted, “Spending has increased too quickly,” and “we are deteriorating and that is concerning given so much global uncertainty.” This could lead to cautious consumer spending, impacting SMEs in retail and hospitality.  
  • While the National Productivity Fund aims to streamline regulations, the BCA’s call for broader economic reform suggests that regulatory burdens remain a concern. As Mr. Black stated, “both the Government and the Opposition must address the economic fundamentals that drive productivity, such as regulation, planning and industrial relations.” SMEs facing complex regulatory environments may see limited immediate relief.   

SMEs Needing Access to Capital:

  • With the long term deficit predictions, SME’s that need to access capital may find it harder to do so, as the government competes for available funds.

SME’s with high training costs:

  • As the BCA points out, “As businesses are the engine room for training new apprentices, it’s critical that the Government and Opposition work with industry to address the increasing cost of training tradies.” SME’s that provide training, or those that need to train staff, will need to be very aware of the rising costs associated with training.  

Navigating the Landscape: Strategic Considerations for SMEs

  • Focus on Efficiency: In the face of potential economic headwinds, SMEs should prioritise operational efficiency, cost management, and productivity improvements.
  • Diversify Revenue Streams: SMEs reliant on consumer spending should explore diversifying their revenue streams and targeting niche markets.
  • Invest in Skills and Training: Taking advantage of apprenticeship incentives and investing in employee training can enhance competitiveness and mitigate skills shortages. 
  • Stay Informed: Monitor economic indicators and government policies closely to adapt to changing market conditions.

The 2025 Federal Budget presents a complex picture for SMEs. By understanding the winners and losers, businesses can make informed decisions and navigate the economic landscape with greater confidence.
